 The City of St. Catharines is one of two legal hubs in the Niagara Region. It is home to a Provincial Offences Court, located at 71 King St.

Small Claims Court, Family Court, the Ontario Court of Justice and the Superior Court of Justice are located at 59 Church St. in the Robert S. K. Welch Courthouse.

The Welch Courthouse was named Office Building of the Year by the Ministry of the Attorney General and the Ontario Realty Corporation in 2009. The award recognizes excellence in resource conservation, environmental awareness, building design and customer service.
